[RXRPC]: Remove Makefile reference to obsolete RXRPC config variable

Since there is no Kconfig variable RXRPC anywhere in the tree, and the
variable AF_RXRPC performs exactly the same function, remove the
reference to CONFIG_RXRPC from net/Makefile.
