[MTD] sysfs support should not depend on CONFIG_PROC_FS

Move the driver model init code out of the "#ifdef CONFIG_PROC_FS"
block.

Tested with both values of CONFIG_PROC_FS .  Tested with CONFIG_MTD=m .
