fsck.h: use designed initializers for FSCK_OPTIONS_{DEFAULT,STRICT}

Refactor the definitions of FSCK_OPTIONS_{DEFAULT,STRICT} to use
designated initializers. This allows us to omit those fields that
are initialized to 0 or NULL.
