compat/regex: define out variables only used under RE_ENABLE_I18N

Wrap variables that were only used RE_ENABLE_I18N in `#ifdef
RE_ENABLE_I18N`. This eliminates compiler warnings when compiling with
NO_REGEX=YesPlease.
